U-WIN Portal: Vaccinations Management System for every Child

Context: As part of the government’s 100-day health agenda, the U-WIN portal will be rolled out nationwide.

  • U-WIN is a new online vaccine management portal for childhood vaccination, similar to CoWIN used during the Covid-19 pandemic.
  • Purpose: To create digitised and individualised immunisation records from birth, aiming to include children currently outside the vaccination net.
  • Implementation: The platform is being piloted in several states, with national rollout imminent.

How U-WIN Works?

  • Registration: Children up to six years old and pregnant mothers are registered using government ID (e.g., Aadhaar) and mobile phone numbers.
  • Vaccination Records: The platform tracks all 25 vaccines for children and two for pregnant mothers, generating a chequered, colour-coded vaccination certificate.
  • Notifications: U-WIN sends SMS reminders to parents before their children are due for the next vaccine dose.
  • Digital Certificate: Parents can download the digital vaccine certificate using their registered mobile numbers, eliminating the need for physical vaccination booklets.
  • Portability and Accessibility: Allows vaccination anywhere in the country, with the ability to locate the nearest vaccination centre and book slots.

Benefits for Health Workers and Government

  • Due-List Generation: Automatically generates a due-list of children for health workers in their respective areas.
  • Data Utilisation: Registers all births, including details of the first three vaccines, birth weight, and physical deformities. This data can support other government programs and integrate with the Ayushman Bharat Health Account (ABHA) ID.
  • Link to eVIN: U-WIN is connected to the eVIN platform for inventory management, tracking vaccine vials from central stores to vaccination sites, and monitoring real-time temperature and humidity of vials.

  • Improved Compliance: Reminders are expected to increase vaccination compliance.
  • Portability: Ensures continuity of vaccination for children of migrant workers.
  • Error Reduction: Acts as a decision support system to prevent wrong or premature vaccinations.
  • Granular Data: Provides detailed, individual vaccination records, offering a clearer picture of vaccination coverage and gaps.

Addressing Zero Dose Children

  • Registration at Birth: Aims to reduce the number of zero dose children (those who haven’t received any vaccinations).
  • Statistics: In 2023, 93% of children received their first DPT vaccine dose, but there were still 1.6 million zero dose children. Additionally, 1.6 million children missed their first measles vaccine dose, up from 1.1 million in 2022.
  • Impact on Policy: A centralised database will aid in better policy-making and implementation, especially in reducing the incidence of diseases like measles.
