- Union Home Minister Amit Shah on Friday introduced three Bills in the Lok Sabha to repeal the British-era Indian Penal Code (IPC), the Indian Evidence Act (IEA), and the Code of Criminal Procedure (Cr.PC).
- The Bharatiya Nyaya Sanhita Bill, 2023, which replaces the IPC, prescribes capital punishment as the maximum sentence for mob lynching and suggests 10-year imprisonment for sexual intercourse with women on the false promise of marriage. The Bill, however, states that “sexual intercourse by a man with his own wife, the wife not being under 18 years of age, is not rape”.
- Shah said the section on sedition has been repealed. “The Bill for the first time defines terrorism and offences such as separatism, armed rebellion against the government, challenging the sovereignty of the country, which were earlier mentioned under different provisions of law,” he said.
- The Minister introduced the Bharatiya Nyaya Sanhita (BNS) Bill, 2023; Bharatiya Nagarik Suraksha Sanhita (BNSS) Bill, 2023; and Bharatiya Sakshya (BS) Bill, 2023, that will replace the IPC, 1860; Criminal Procedure Act, 1898; and the Indian Evidence Act, 1872, respectively.
- Another key change is the provision for trial in absentia. “Dawood Ibrahim is wanted in many cases. He has fled the country. Trial of such people doesn’t take place. We have decided that Session Courts, after due process, will declare them absconders. The trial will take place in their absence and sentence will be pronounced. They may hide anywhere but sentence will be given. This will have a big impact,” Shah said.
- To stop political use of punishment waivers by governments, a new provision has been made that death sentences can only be converted to life imprisonment, and life imprisonment can be pardoned only within seven years of punishment.
- Russia’s space agency Roscosmos, which launched the Luna-25 on Friday, has said that its landing on the moon would not impede India’s Chandrayaan-3, which was launched on July 14, 2023, as the two missions had different landing areas and there was enough space on the moon for everyone.
- Its lunar lander is expected to reach the moon on August 23, the same day on which Chandrayaan-3 is also expected to land on the lunar surface.
- According to ISRO, there were six active lunar orbiters as of July 2023. “Currently, the only operating rover is China’s Yutu-2 rover released by Chang’e 4, which operates on the far side,” ISRO said on August 9.
About Luna-25
- It is also designated as the Luna-Glob-Lander which is a Russian lunar lander mission.
- It is targeted to the south polar region of the Moon.
- There are two primary scientific objectives of the mission: to study composition of the polar regolith, and to study the plasma and dust components of the lunar polar exosphere.
- Landing Site:
- The primary landing site for Luna 25 is near the lunar south pole, with a reserve site located southwest of the Manzini crater.
- Defending the use of the Sanskrit term Vasudhaiva Kutumbakam (The world is one family) in its G-20 logo, the Ministry of External Affairs said it uses only the “English version” of the phrase — “One Earth, One Family, One Future” — in its summary documents and outcome statements.
- The clarification came after reports in the media said China had objected to the use of non-UN languages like Sanskrit in any of the G-20 texts being negotiated.

- These include language on the promotion of millets, the “Lifestyle for Environment” (LiFE) initiative proposed by Prime Minister Narendra Modi, and even terms like “gender-led development”, which the Chinese delegation claimed was supplanting UN-agreed language for Sustainable Development Goals (SDGs).
- A Chinese warship that arrived in Colombo on Thursday will be docking at the Colombo Port until Saturday, the Sri Lankan Navy has said, exactly a year after the visit of a Chinese vessel caused diplomatic tensions between New Delhi and Colombo.
- The Chinese People’s Liberation Army Navy warship Hai Yang 24 Hao is at the port of Colombo on a “formal visit”, according to a media statement from the Sri Lankan Navy. The 129 metre-long-ship is manned by a crew of 138 members, and is helmed by Commander Jin Xin, the Navy said, amid local media reports of “initial resistance” from India.
- On July 17, Sri Lanka’s Cabinet approved a proposal tabled by President Ranil Wickremesinghe, for a “standard operating procedure” for granting diplomatic clearance to foreign vessels and foreign government or military aircraft visiting Sri Lanka.
- The move came after Indo-Lanka ties witnessed a strain in the wake of the Chinese warship’s visit last year. On August 16, 2022, China’s satellite tracking vessel Yuan Wang 5 arrived at Hambantota Port, despite India and the U.S. voicing concern over the ship’s visit.
