Context: India has experienced significant growth in fish production, with an 83% increase since 2013-14, reaching a record 175 lakh tons in 2022-23.

About PM Mastya Sampada Yojana

  • PM Mastya Sampada Yojana (PMMSY) launched in 2020 is a 5-year (FY 2020-25) scheme aimed at boosting fish production and productivity. It is the flagship scheme of the Department of Fisheries, Ministry of Fisheries, Animal Husbandry & Dairying.
  • Aim: To double the income of fish farmers and fishers as part of sustainable fisheries sector development, aligning with the Atmanirbhar Bharat initiative.
  • Focus: Employment-generating activities like seaweed and ornamental fish farming and focuses on advanced breeding techniques for improved brood, seed, and feed, alongside species diversification.
  • Beneficiaries: Fishers, farmers, workers, vendors, SHGs, JLGs, cooperatives, entrepreneurs and private firms.

Implementation

  • It is an umbrella scheme with two separate components (a) Central Sector Scheme (CS) and (b) Centrally Sponsored Scheme (CSS).
  • CSS subcomponents: Divided into non-beneficiary and beneficiary-oriented sub-components/activities under three primary categories:
    • Enhancement of Production and Productivity,
    • Infrastructure and Post-harvest Management, and
    • Fisheries Management and Regulatory Framework.
  • Duration: 5 years (FY 2020-21 to FY 2024-25).

Aims and Objectives of PMSSY

  • Increase fish production from 13.75 million metric tons to 22 million metric tons by 2024-25.
  • Improve post-harvest management and reduce losses.
  • Enhance fishers’ incomes and generate employment (15 lakh direct jobs).
  • Gradual Formalization of the unorganized fisheries sector: through self-registration of fishers, fish farmers and supportive workers under a National Fisheries Sector Digital Platform.
  • Facilitating access to institutional financing for fisheries sector micro and small enterprises.
  • Providing a one-time incentive to beneficiaries to purchase aquaculture insurance.
  • incentivising fisheries and aquaculture microenterprises: through performance grants for improving fisheries sector value-chain efficiencies including the creation and maintenance of jobs.
  • Incentivising micro and small enterprises through performance grants for adopting and expanding fish and fishery product safety and quality assurance systems including creating and maintaining jobs.

Matsya Seva Kendra (MSKs)

  • MSKs are extension centres that provide a range of services to the fisheries sector under PMMSY.
  • Services provided:
    • Provide disease testing and water/soil analysis.
    • Train fishers on seed/feed technology and sustainable practices.
    • Mobilize startups, cooperatives, self-help groups, and Fish Farmer Producer Organizations (FFPOs) to share best practices.
  • Eg. MSK in Thrissur, Kerala: Equipped with a laboratory for water, soil and microbial analysis, offering request-based disease testing.
Facts
  • India is the world’s third-largest fish-producing country, accounting for 8% of global output.
  • India is the 4 largest exporter of fish and fishery goods in the world. It contributes about 4.2% of the world’s total fish exports by value.
  • Andhra Pradesh is the largest fish producer in the country followed by West Bengal and Gujarat.
