Mission Karmayogi: Empowering Civil Servants for a Transformed India
- Mission Karmayogi, officially the National Programme for Civil Services Capacity Building (NPCSCB).
- Aim: Aimed at transforming India’s three million civil servants into efficient, future-ready ‘karmayogis’ i.e., to prepare civil servants for the future by fostering creativity, innovation, and transparency through technology.
- Focus: This initiative focuses on creating a citizen-centric government.
- Additionally, it will focus on both on-site and off-site learning to develop a well-rounded workforce.
- Scope: The program will encompass all civil servants, including contractual employees, across various government ministries, departments, organisations, and agencies.
- Implementation Structure of Mission Karmayogi: Mission Karmayogi will be executed through a coordinated effort involving four new bodies:
- Prime Minister’s Public Human Resources Council: This council will provide strategic leadership and guidance to the program.
- Capacity Building Commission: This commission will oversee the design and implementation of capacity-building initiatives.
- Special Purpose Vehicle (SPV): This entity will manage and operate the digital platform for online training.
- Coordination Unit: Led by the Cabinet Secretary, this unit will ensure effective coordination among various stakeholders and monitor the progress of the program.

- My iGOT: Personalised training recommendations based on individual needs.
- Blended Programs: Integrated approach combining offline and online learning for a comprehensive experience.
- Curated Programs: Tailored learning journeys designed to meet the specific requirements of different ministries and departments.
Achievements and Impact of Mission Karmayogi
- Capacity Building and Digital Training: The CBC, in partnership with various ministries and institutions, has curated digital training courses to enhance the skills of civil servants.
- Over 24,000 officials have completed the PM Gati Shakti learning modules and more than 388,000 personnel have been certified in modules on emerging technologies such as AI, IoT, and Big Data.
- Infrastructure Development: The PM Gati Shakti platform has facilitated the “whole of government” approach, integrating planning and execution across sectors.
- This has led to an increase in the construction of rail lines from 4 km per day to 12 km per day by 2024 and the preparation of over 15 highway projects under Bharatmala-2.
- Police Training: Over 50,000 police personnel have undergone training to enhance their interaction with citizens, leading to a significant increase in citizen satisfaction rates, as seen in Puducherry where satisfaction jumped from 24% to 66%.
- In Kashmir, enhanced security training contributed to a boom in tourism, with nearly 21 million visitors in 2023.
- Railway and Postal Services Training: 100,000 railway staff were trained to better handle passenger and freight grievances, resulting in a5 to 1.9 times increase in customer satisfaction across several railway divisions.
- Additionally, around 500,000 personnel from Gramin Dak Sevaks and village-level CSCs were trained in improved service delivery.
- Tax System Improvements: The CBC collaborated with the Central Board of Direct Taxes to address systemic issues in taxpayer grievances, with 14,000 direct tax personnel completing targeted training modules.
- Municipal Training Programs: Municipal staff in cities like Ahmedabad and Nagpur are taking courses on municipal finance, road engineering, and solid waste management via the iGOT Karmayogi Bharat learning portal.
- Cultural and Organisational Changes: An internal cultural shift towards lifelong learning is evidenced by 1.5 million completed online learning modules in data analytics, e-governance, and other areas by section officers and administrative assistants. This has reportedly increased proficiency in essential governance skills.
