The States are ranked on the basis of their logistics ecosystem. Logistics Ease Across Different States (LEADS) 2022 highlights the key logistics-related challenges faced by the stakeholders and includes suggestive recommendations.

The ranking indicates the efficiency of logistical services necessary for promoting exports and economic growth.

Comparison: States are classified under four categories viz coastal states, hinterland/landlocked states, north-eastern states, and Union Territories.

Ranking: Unlike previous times, states are clubbed into categories such as achievers, fast movers and aspirers based on their

Methodology: The ranking is based on LEADS (Logistics Ease Across Different States) 2022 report survey.

The Logistics Ease Across Different States (LEADS) survey report assessed view points of various users and stakeholders across value chain to understand the enabler and impediments to the logistics ecosystem in the country.

This included shippers, terminal infrastructure service providers, logistics service providers, transporters and government agencies.

The data received from stakeholders (perception data) and States/ UTs (objective data) is processed and the logistics ecosystem of each State/ UT is ranked using a statistical model.

Significance: Suggestions made in report have the potential to save about Rs 10 lakh crore per year by improving logistics efficiency. It will help in bringing down the cost of transport significantly.

Key Features:

  • Policy implementation: The Policy will be implemented through a Comprehensive Logistics Action Plan (CLAP). The interventions proposed under the CLAP are divided into eight key action areas:

  • Multi-modal integration:
    • Diversification: National Logistics Policy will facilitate a modal shift in logistics from the current over dependence on roads (over 60 per cent currently) to railways (30 per cent currently) and waterways (5 per cent currently).
    • Synergy: The policy will attempt a synergy between flagship projects such as Sagarmala, Bharatmala and PM Gati Shakti National Master Plan.
  • Use of technology and digitization:
    • Integration of Digital System (IDS) will integrate 30 different systems of seven different departments, such as customs, aviation, road transport, railways, international trade and commerce ministries.
    • Unified Logistics Interface Platform (ULIP) aims to ensure continuous monitoring of cargo movement.
  • Monitoring:
    • System Improvement Group (SIG) would monitor all projects related to logistics in a regular basis and ensure the removal of hurdles faced in the sector.
    • An empowered group of secretaries (EGoS) has been constituted under the PM Gati Shakti to monitor and review the implementation of the NLP.

 

Logistics Performance Index (LPI)

  • Developed by World Bank Group, the index is an interactive benchmarking tool that helps countries identify the challenges and opportunities they face in their performance on trade logistics, and measures to be taken to improve their performance.
  • Ranking Criteria:
    • Efficiency of the clearance by border control agencies, including customs.
    • Quality of trade and transport related infrastructure
    • Ease of arranging competitively priced shipments.
    • Competence and quality of logistics services
    • Ability to track and trace consignments.
    • Timeliness of shipments in reaching destinations within scheduled time.
