Context: Persons with disabilities (PwD) often face challenges in society.
Challenges Faced by Persons with Disabilities (PwDs)
- Many parents of children with some form of disability believe that their offspring are not worthy of investment.
- The lack of infrastructure in educational institutions hinders the participation of PwDs in the education system.
- Example: Less than 1% of India’s educational institutions are disabled-friendly.
- Ineffective implementation of Rights of Persons with Disabilities Act, 2016 policies.
- The lack of infrastructure combined with the lack of inclusive policies hinders the full participation of PwDs in society.
What is the Rights of Persons with Disabilities Act, 2016 policy? |
To provide reservations to PwDs in government jobs and incentives in non-government jobs. |
- Inadequate Representation in Employment: Only five out of the Nifty 50 companies have more than 1% of PwDs on their rolls, with most being public sector companies.
- Negative Portrayal and Stereotypes: PwDs are often portrayed negatively in society, being seen as objects of pity or ridicule, which further entrenches discriminatory attitudes and behaviours.
Way Forward
- Investment in Uplift of PwDs: Both public and private institutions should invest more in infrastructure, policies, and support systems.
- Ensure their full participation in society.
- Inclusive Education Frameworks: Educational institutions should adopt more inclusive frameworks.
- Example: Harvard and Stanford Universities, which provide specialised support and resources for PwDs.
- Compliance Mechanisms for Employment: There should be stronger enforcement of existing laws mandating reservations for PwDs in employment.
- States should develop compliance mechanisms, similar to Brazil’s model.
Brazil Model of Compliance Mechanism |
Companies are required to have 2%-5% of their workforce comprise PwDs, with penalties for non-compliance. |
- Incentive Mechanisms: Incentives for employing PwDs should be strengthened such as countries like Japan, which provides subsidies to PwDs employers.
- Promote Dignity and Change Perceptions: Promote their dignity and recognise their identities as unique and valuable rather than flawed or burdensome.
- Public Awareness and Sensitization: There needs to be a broader societal effort to challenge and change the negative portrayals and stereotypes associated with disability.
