Context: The Ministry of Fisheries, Animal Husbandry and Dairying has launched the Climate Resilient Coastal Fishermen Villages (CRCFV) under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) to develop 100 coastal fishermen villages.
About Coastal Resilient Coastal Fishermen Village Initiative (CRCFV)
Coastal Resilient Coastal Fishermen Village Initiative (CRCFV) is a sub-component under the Pradhan Mantri Matsya Sampada Yojana (PMMSY). This initiative aims to develop existing 100 coastal fishermen villages situated close to the coastline in all coastal States/UTs as Climate Resilient Coastal Fishermen Villages (CRCFV).
Objectives of Coastal Resilient Coastal Fishermen Village Initiative (CRCFV)
- Sustainable economic and livelihood opportunities for fishers living in coastal fishermen villages.
- Development of need-based fisheries infrastructure in coastal villages.
- Develop coastal fishermen villages as climate-resilient and gorgeous fishing villages to attract tourists and coastal trade.
- Provide safety and security for fishermen in coastal villages.
- Make availability, fishing implements, techniques, infrastructure for post-harvest & processing activities, safe landing & berthing, marketing, access to credit and extension services.
- Involving local fishermen organisations, fisheries cooperatives, FFPOs, and NGOs in the development and management of fisheries.
- Exploring coastal tourism based on traditional knowledge, local culture and heritage.
- Development of fisheries entrepreneurship, empowering of local youths and women through skill and entrepreneurship development.
- Social security covers fishers in coastal villages.
Components under Coastal Resilient Coastal Fishermen Village Initiative (CRCFV)
- The CRCVF Initiative will be financed 100% under the Central Sector Scheme component of Pradhan Mantri Matsya Sampada Yojana (PMMSY).
- A total of Rs 200 crore with Rs 2 crore has been earmarked for each coastal village selected under the scheme. The facilities required at each identified village will be assessed based on gap analysis and cost for development which will be distributed in the following manner:
- 70% of unit/estimated cost towards fisheries infrastructure facilities.
- 30% of unit/estimated cost towards fisheries economic activities.
Implementation Strategies
- Adoption of disaster-resilient housing for fishermen.
- Construction of coastal green belts to minimize storm impact.
- Financial assistance & insurance support to fishermen against climate losses.
- Promotion of modern fishing methods to improve productivity while ensuring sustainability.
Significance of the Initiative
- Aids in the reduction of climate change impacts on coastal livelihoods.
- Enhances India‘s blue economy through the provision of sustainable use of marine resources.
- Complies with international climate resilience targets, including the Paris Agreement and UN Sustainable Development Goals (SDGs).
